What is the best suitable configuration for serving a static server?

The out of box configuration should be good enough.

If I/O wait is high, choose 4.1RC4 (as of Dec. 2010) which supports Asynchronized Disk I/O (AIO). http://www.litespeedtech.com/packages/4.0/lsws-4.1RC4-ent-x86_64-linux.tar.gz

Otherwise, choose the latest stable release 4.0.18 (as of Dec. 2010) http://www.litespeedtech.com/packages/4.0/lsws-4.0.18-ent-x86_64-linux.tar.gz
