What is the best suitable configuration for serving static content?

The out of box configuration should be good enough.
If I/O wait is high, try enabling Asynchronous Disk I/O (AIO).
If your server has more than one CPU core, you can choose between our Web Host licenses. 
Check to see which license is right for your server.
