Support for http-headers "if-modified-since" or a way to activate them.

Http headers are generated by browser automatically when performs a conditional GET, when the previous response has "Last-Modified: . . . ". Server sets "Last-Modified" response header for static files. Therefore, there is no special configuration needed to activate it.
